Request for Qualifications (RFQ) On-Call Owners Representative Services

TITLE On-Call Owner’s Representative Services from August 2025 through August 2028.

Description:

The Port Townsend School District is requesting Statements of Qualifications (SOQ) for On-Call Owner’s Representative Services from August 2025 through August 2028 with the option of extending the contract for an additional two-years, up to August 2030. The selected firm will assist PT Schools in the management, oversight, and delivery of capital projects, facility improvements and related infrastructure developments as directed by the agency. Services will be provided on an as-needed basis over the contract period. The District reserves the right to retain the selected firm at the District’s sole discretion. There is no guarantee of work, all projects are contingent upon funding received.  


Scope of Work:

The District has assembled a facilities advisory committee including staff, board directors, and community members. The committee recognizes a need for robust project management and community engagement for visioning campus improvements in preparation for a capital bond in winter 2026. The district is seeking a qualified Owner’s Representative firm to work as an extension of staff in managing various capital projects through their entire lifecycle-- predesign, permitting, contract document development, bid support, construction management and support, contract compliance and final close out. 


The future scope of work may include the renovation of three buildings, two new additions and the demolition of buildings, with a cost estimate of approximately $100 million. 


QUALIFICATION OF REQUIREMENTS


Firms should be able to demonstrate the following through their submittal:

  • Your experience in projects of varying size, scope, and complexity
  • Your ability to complete the task in a timely manner
  • Knowledge and experience necessary to ensure compliance with any regulatory requirements, particularly Jefferson County and City of Port Townsend

SUBMITTAL REQUIREMENTS

Submittals shall include in the following:

  1. A brief letter of introduction.
  2. A description of Firm 
  3. Project Approach 
  4. Recent and relevant experience with references
  5. Resumes of key personnel and respective roles.
  6. An organizational chart of the proposed project team.

EVALUATION CRITERIA

The evaluation of proposals will be based generally on the above submittal requirements.


SELECTION SCHEDULE


  • Release of RFQ July 9, 2025
  • All Questions Due End of Day July 18, 2025
  • Proposals Due 2 pm July 25, 2025 
  • Interviews August 4th, 2025 10 am - noon
  • Selection of Successful Firm: First week of August 2025

Description:

The Port Townsend School District is requesting Statements of Qualifications (SOQ) for On-Call Professional Services from August 2025 through August 2028 with the option of extending the contract for an additional two-years, up to August 2030. The district is seeking responses from the following disciplines:

• Architectural
• Civil Engineering
• Geotechnical
• Mechanical
• Building Envelope
• Survey
• Hazardous Materials 
• Materials Testing & Inspection
• Environmental
• Commissioning

The selected firms will assist PT Schools in the design and delivery of capital projects, facility improvements and related infrastructure developments as directed by the agency. Services will be provided on as as-needed basis over the contract period. The District reserves the right to retain the selected firm at the District’s sole discretion.
